 La respuesta a esta interrogante debería por lo general ser la misma, sin embargo la realidad dice otra cosa. Un estudio de la Fundación SOL, en base a la Nueva Encuesta Nacional de Empleo, muestra alarmantes resultados respecto a lo extensa de la jornada de un significativo porcentaje de trabajadores en nuestro país. Según los datos, un 30% de los trabajadores dependientes tiempo completo, ejercen más de 45 horas a la semana. En promedio, este grupo estaría trabajando 56 horas a la semana, es decir 11,27 horas diarias de manera habitual si se reparte en 5 días. Gonzalo Durán, economista de la institución se refirió a la medición: "Esta es una señal que no debe obviarse, estamos hablando de que cerca del 30% de los trabajadores dependientes de tiempo completo, viven para trabajar. Si haces el cálculo, puedes verificar rápidamente, que no hay tiempo para realizar otras actividades después del trabajo: en general las personas consumen 2 horas entre que van y vuelven hacia sus puestos de trabajo y sus hogares, 8 horas en dormir, y si se apuran, cerca de una hora y media para levantarse por las mañanas, tomar el desayuno en la mañana y cenar en la noche. Sacando las cuentas, te quedan no más de 60 minutos para hacer otras cosas", dijo. Trabajo protegido Del estudio también se desprende otra situación preocupante, ya que, se observa que a nivel nacional, sólo un 38,9% del total de ocupados y un 52,8% de los asalariados presentan un empleo protegido, vale decir, con contrato escrito, indefinido, liquidación de sueldo y cotizaciones para pensión, salud y seguro de desempleo. Esto representa una disminución en la protección del empleo en 4,4 puntos porcentuales con respecto al trimestre diciembre febrero 2011. Además, dentro del empleo no protegido, Fundación SOL define la categoría del trabajador “Subordinado Independiente”, como los asalariados que no tienen liquidación de sueldo, vale decir, deben enfrentar todas las normas y sistemas de control de un trabajo dependiente, pero no cuentan con el sistema de protección de derechos laborales que caracteriza a un asalariado convencional. En el trimestre julio-septiembre 2011, esta categoría alcanzó un 20,6% del empleo asalariado (privado, público y servicio doméstico), lo que equivale a 1.126.593 personas y la mayoría de ellas, ni siquiera entregan una boleta de honorarios. En resumen, se concluye que actualmente en Chile un trabajo registrado como asalariado no está asegurando mejores condiciones en cuanto a protección, estabilidad e ingresos. Las autoridades, más que felicitarse por la creación de “supuestos” nuevos puestos de trabajo mes a mes, debiesen referirse y analizar las características de esos empleos. El desempleo no se derrota con trabajos ocasionales y sin protección. No es lo mismo trabajar dos o tres horas a la semana que tener un contrato de trabajo bajo jornada completa, con cotizaciones previsionales al día y poder negociar colectivamente las condiciones de trabajo. ¿Qué te parece esta situación? |
